Pursuant to a Proffer Agreement, EFRAIN REYES was interviewed at the Southern District of New York (SDNY), 500 Pearl Street, New York, New York. In attendance for the Proffer interview were Assistant United States Attorney(AUSA) Rebekah , FBI Special Agent(SA) , FBI Task Force Officer Detective , Office of Inspector General¶
After being advised of the identity of the interviewing investigators and the nature of the interview, REYES provided information relating to the investigation. REYES was JEFFREY EPSTEIN’s cellmate at the Metropolitan Correctional Center (MCC) in the Special Housing Unit (SHU), L Tier, Cell 220, until August 9, 2019. (See attached notes taken by AUSA)¶

- went to Stu 16, cell 217, allmate was a trini, latin king - trini got out of the box ~ 2 days later, then had Gilbert Amante for about a week, then when he left, they brought Chuckie (Y6) then chuckie was moved to go wl cross, put Reyes wl Migi (214)
then co told Keyes to pack up moved him - “Fonzi” was in 220 and moved him to lower (single man cells)¶

went in cell said you don’t give us a hard time, I got a cool bunkie, he’s a old guy. He’s not going to bother you, but don’t bother him - Reyes says I have a bottom bunk pass, Perez says don’t worry he sleeps on the floor - Reyes was surprised bc youre not supposed to sleep on the floor- co dischpined Reyes in the past¶
in 2020, Eastern walked in - ER told me he just tried to hang himself, I know that, he just came from suicide watch, says he’s OK, don’t worry about it, keep an eye on him, it’s going to be alright Keyes said what am I SPA - suicide prevention advocate (Rikers term but know that they have them at mcc but not in cell) you have seen suicide watch area and SPA sit IPD door)¶
heard that Epstein tried to hang himself w/ liller cop heard that they took him out to suicide watch heard from other inmates in SHV screaming¶
when DE came in, they brought 2 mattresses in hispanic office whose name starts w/ G, jellied up hair w/ fade (name in camo) + munchie - grey salt pepper hair vetching. In a few months - the ones who put handson denit wear nametags - hispanic¶

ER thought they were going to put on top rack but they put on floor

JE put mattresses on the night - when door is closed you can’t see the space . JE is towards the right w/ feet under the bunk w/ head towards the door.

told OE nor high profile, please don’t do nothing while I’m in here, I have chance to go home soon. I know you must have your reasons to do what you want to do. I don’t care what you did. That’s all I ask. If I can help you, let me know

told JE don’t hang yourself up in my cell. Don’t try to kill yourself in this cell. I don’t want to wake up find you dead. He said JE don’t worry I’m never going to cause your trouble JE armed after legal visit

ER said I’m smoking a device, if we’re bunkies, you can’t go tell on me and jam me up either, he said don’t worry I won’t tell. ER said I’m going to smoke by the vent and he said don’t bother me I don’t have a problem w/ you.

JE dln know to make his bed he had extra blankets - no one has extra blankets 6 brought 2 extra blankets

WE would ask CO for things + if they say no he would mite town name + say I ‘ll tell my lawyers - everyone on eggshells not allowed pens in SHU but he had 2 pens

ER helped JE make bed the first night. He said thank you he said you want a radio, I don’t mind, ER said you don’t have to buy a radio so JE got a radio + burof soap for ER

- 2nd day ER gave a meal to JE + JE said you can have my lunch, we went to lawyers, came back JER gave a blanket next day JE asked for 2 extra blankets from Silvia got it
-JE said pls wait light at midnight so I can sleep so he did that¶
-first night when they came for count they all wake JE up they asked ER if JE was OK¶

10pm count - don’t make you stand up, I will say I got to see you more - he waved. (JE)

Regular counts at 12,3,5 - know routine blc smoke at night majority of cos wln wake him up - ER freaked out on them

if you are in the box, officers are supposed to come every 20 min. when Epsom came =

only ones who do it are Cornell + Washington + new guy who is fat w/ short hair, black, dark skinned, looks like girl

In the day time they don’t do 30 min counts

did all the counts 30 min - on top of his job
-before Epstein came, no one did 30 man checks; officers sleep at night. When you are in 220, you look right down at the desk. And you can see if sleeping. Have seen officers with orange blankets mapped around them sleeping. Walk upat S to smoke + saw it. Told JE that look theyre using an blankets they’ve a sleep- he said fracking increased.¶
-watched Noel, she did not keep-she is the A man, one has her key w/ slot key, one opens her, the other gives her -she was the one who would open¶
Once Noel nonced wif only saw 1-2x at night + She did 30-min check overnight¶
- During the day Eastern wasnt there 80 Noel d/n to 30-min checks

When you come off suicide watch (Bonnasavi was bunker) your vote not supposed to be in a cell by yourself once you have a yellow card - every 30 min checker

knew he was a yellow card blew its protocol to become a yellow card once vigorous in suicide

When ER left that Friday, said don’t worry you going to be alright they won’t but you of a young guy

-that day 8/9 March he said let ER go first and Murche said he ‘s leaving the building. JE I looked said + ER said yeah I told you I was having . Talked 2 hours don’t let me go + hear something happened to you. He said it was going too be alright.

Thursday night JE was in a good mood. He got 2 kosher meals. They shamed + Said “Jamn you fricked me lora” + JE says this shit is not beef but its fish! Joked the whole night. Offered drugs but JE said no. Joked until 1am.

munche packed him up in the morning. ER just had brown paper bag went to R$ D: Munche brought JE to legal BR to R$ D.

ran out of toilet paper + JE asked CO + asked to plug in machine. looked down at desk + (on camera) he turned Shades. Saw throw TP across unit. That pissed off. Asked to prg in JE machine. then went to sleep ER kept yelling to plug in machine + W/m. 45 min-600 min later JE asked + silver prgged it in.¶

-taked abt attempt one time. ER says you tried to off yourself why you got money you can pay for protection he said no. That with an option! He was in the house I lay and they said you gotta pay SK in each acct. DR said why they put vav in SN thats the hottest horse. JE said they threw me to the wolves.¶
JE said he just try to kill himself but they said they saw marks on his neck. ER said you can live in jail. JE said Govt mad abt plague I know I’m never going see the street again this isn’t no way to live. I know I gotta be in the box and this ain’t no way to live.¶
Sometime he would look around and say that & flicked up¶
three guards knew he was Sicilian when he shared they were on top if him and giving razor back Italian guard w/ tattoo on neck “814”¶

Friday ER left, came and asked JE if he felt like hunting himself, ER said why don’t you go to suicide watch JE said I would love to go there but they all keep you there more than 3 days. He called for her she never came back, she was going to SHU meeting. She said it. He asked JU when getting out SHU, she said well discuss you in SHU mtz. After showers morning ER left.¶

When news came on, ER said, I know we must have done it in the corner where no one can see him.

Thinking they only found at 6:30 b/c breakfast + cracked the slot + saw him.
