Anything communication-wise. If anybody’s having a problem, they usually get to me. Even something as simple as a voice mail. They’ll say hey my machine isn’t working and I go take a look at it. And where somebody’s computer is not working. So.¶
And since you mentioned also daily when you come on the job at 6:00 a.m., you check to see if the phone, cameras, everything is working?¶
It’s - there’s no set standard or like okay you should come in and check it. You just like kind of look to see what’s going on. You kind of know what hasn’t been working and what’s been working. You kind of make a checklist for yourself. There’s no set standard of what you should do at that time. Now there is more stuff that you do. Day to day. Where before there was really no standard of okay you come in, you start, and this is the first thing you’ve got to go and do. And no. There was never anything written down as far as what should be done during your shift.¶

And then I go downstairs, turn on the radio, listen to radio traffic so I know the radios are working. And as far as the camera goes, I have - that time I had like the old system that had a, I had a screen at my desk. And make sure the um-. Because it went to analog matrix. It’s going to sound a little confusing when I say analog matrix and digital matrix because the old system we had was a mixture of both. And kind of like the new system too. It takes the old analog cameras because we had a lot of old analog cameras. It takes all of that. And then it transfers it to¶

Okay. And once it was recorded, do you remember checking the cameras that day? Seeing if it was working?¶
I checked them later in the day. I went up to the video room. Because we were having - the thing about this whole process was when I came here, the first thing I saw was the video room. And the biggest thing was all the equipment in that room was out of date. It was old. It was - I came from another institution. Like I said before where everything kind of wasn’t modern but it was more up to date than this. And so like the camera system I had was maybe five to ten years old. And when I came here, this one was over ten years old and it was on 365 a day. Like 24 hours for the like the last 12 years. The system was always on. And something as simple as shutting down the time and change - because you got to get recording times right. When the seasons change, you would have to wait like a whole day to shut down a recorder. It takes a whole day for it to come back up after shutting it down. And where I came from, that was not the standard. Like it should be like an hour¶

maybe thirty minutes. Maybe even ten minutes if it’s a newer system. You shouldn’t even have that much down time as far as the recording. So one of the first things I did when I came here was I addressed that - the recorders needed to be upgraded. And -.¶
But like during this whole time I was doing -. I actually started the camera project and that’s why I was doing overtime around this time. And we had people come from other institutions. There was a camera project to upgrade the cameras. Everybody’s fear was the actual cameras not the recording software of the cameras. But I stated over and over again the problem you’re going to have is the recorders. And we even had the new recorders. They were in the warehouse. We have them stockpiled. They was ordered. But we were on the bottom of the list as far as install. So even though we had the new equipment, we weren’t a priority to get anything installed.¶

there was an error on the old software. Like I would have to physically be in the room to say hey. Because the room was upstairs on the third floor. Which I didn’t have access for. You would have to go in the room and then you go see like - because there’s a redundant drive. So you have like an A side and a B side. And say if the A side isn’t working, you have one drive goes bad. That’s not a problem. As soon as the second drive goes bad, that’s when you run into problems. And after the second drive runs into problems, that’s when you stop recording. And once that happens, you have to take the drive out, and we have to scrounge around for old drives and see if those will work. During that time I actually - prior to that I actually purchased maybe 24 drives to actually redo a whole bay - like A or the B side. I was actually going to do that.¶
Did you know at that point that SHU cameras weren’t recording?¶
At that point towards the end of the day I did. I believe I did know at the end of the day.¶

point of contact. I usually - any time I have a problem or something’s not working because I wasn’t really familiar with the whole system. I had like a newer system. It kind of worked the same, as far as the software side goes, as far like as like the hardware, it was different. So I would always have to call them for like tech support. Like okay I’m having a problem today. Can you document it? You know it builds our case when I have to submit stuff to Regional Office. Me just saying it’s not going to work, that’s not going to fly. And usually they help me troubleshoot through the whole process of what I should have to do - A, B, C, okay take this drive out, put that drive in. And like previously, probably six months before that, we actually had a mother board - which was my main computer - like go out. And I had to actually replace that and they had to walk me through it over the phone. I went to scrounge round parts from another institution¶

1 be another problem too. Okay. So there’s an A side and a B side. And it’s supposed to be redundant but it’s not redundant because it’s not really redundant when one side goes bad so it just knows to record channels. Let’s say one through 50 is on this side. And 51 through 100 is on this side. Everything is working. It doesn’t work. Okay. I can take over for this one because it’s not working. But as soon as that one goes, I can kind of record over here. As soon as the second drive goes, I have to just record what I’m recording. I can’t no longer help out the other drives.¶
: Okay. So some channels inside the SHU were recording on one drive?¶
: Yes.¶

: So the ones - which drive was the one that stopped recording altogether?¶
: I believe it was the first drive. So like the A side. Like the first. Because the SHU cameras are on the first - they’re like the first 50-some cameras. Well¶

The way that the doors worked at that time was - because we changed some of the cameras. But before control pops the door, they pretty much acknowledge that -. Well before - especially with 9 South. 9 South is different because the officer has the key on their hip to - there’s an inner door inside here. And they won’t even - well they’re not supposed to - crack the outer door without somebody in SHU calling for that door. So I can’t go up to 10 South - or 9 South - right now and say hey, let me get the 27 door.¶
Somebody from SHU has to call for the 27 door. Because the inner door they have the key before you come inside of 9 South.¶
But there was no cameras at that point?¶
No. There was a live feed. There’s always a live feed.¶
But nothing recording?¶
Nothing recording. I mean the live feed goes to the control center. And the control center officer sees who is at the door. And they will pop the door.¶

they would have to key in to see? Or is it just running? No. You would have to key in the cameras to see the actual camera call up. You have to call up and hit the button and know what camera it is to call up. Did anyone like the SIS office or even the control have like the cameras - you know like the feed just running on their screen at all times? Yeah. But they would have to go through all the cameras. They usually just - it just sits on one camera. It doesn’t keep scrolling through all the cameras. Okay. Do you have anything on that? A lot. Yes. A lot. Go ahead. Um. And maybe you answered some of this and maybe just being a layman I didn’t understand. But so going back to the beginning. How many cameras are in the MCC? Or were there in August 9th and 10th? I would have to look through those right now.¶

And how did you know that?¶
As soon as I went in I saw the drives. Because the drives, usually they’re green when everything is working and amber like when there’s an emergency or something’s wrong. And I saw that there was a few ambers. So like it wasn’t recording. Then I called SigNet, the company. And they said I have to start rebuilding. And what start rebuilding means is I have to pull that hard drive out and start putting fresh hard drives in. And then the system knows like it put a new hard drive in, it starts to sync up, and does this thing where it starts to go through. It does it all of its checks and starts recording. And that would pretty much take a day.¶

: Okay. : Yeah. : And you said at another institution that would have never -. : That would never fly. No. No. Can’t have that. You’ve got to fix it. If it’s not working then you have to stay. No do you believe that you should have had to have stayed? Yes. I believe so. And did you request to stay to fix it?¶
Um. I think I did but I think I pretty much made a notification but since I was going to be back the next day, it didn’t make sense for me to stay. Because there was really nothing I could fix that day anyway. Even if - and I think I - before I left, the two drives that were bad, I started replacing them. I think I might have taken them out to let them start rebuilding.¶

cameras, recordings, or hard drives or anything hat were sent to try to have the recordings recovered?¶
Uh well the whole thing with everything not recording that day was the way the system works. And we want to work with the vendor and FBI because they had to talk to - the way the system works is if the two drives are bad it’s not going to start recording video. It’s not going to go on a different drive were you’re going to see bits and pieces of video from that day. You might see old video. But as far as new video from that day, whenever it went bad, you’re not going to see any video.¶

But there’s no way it was recorded - it was -. So if they say it was corrupt and it was unable to be retrieved, what does that mean in layman’s terms?¶
There’s no video. It’s probably garbage. Just yeah.¶
But there’s nothing.¶
Does that just mean that there’s no recording?¶
Why would they use the word “corrupt”?¶
Because it’s pretty much you know, a computer is like one to zero. So probably when they finally get to that they couldn’t retrieve anything. Nothing like you could see or make tangible. Like no real video.¶
See that’s two different things. Right? It’s not like they didn’t retrieve anything. That just means they found the file. They just couldn’t open it.¶
They can’t see it. Yes.¶
That means something recorded.¶

: Not necessarily. It could be garbage. Garbage can record and you think that’s a good thing but it is not a good thing. It says it was recording. That’s why I say that when a camera is bad or good, like I can have a camera that just looking at this and you’re saying okay it’s good but it’s not looking at the whole room. This is nothing. This is garbage. It doesn’t. The camera just knows it’s working until I fix it and then it records the whole room. Then you know it’s working.¶
When you went in on the 10th to take a look at the video, did you actually see the recording files? Or did you not see any files at all?¶
I just know the drives were bad. And I think I tried to -. Yeah because they’re like ex’d out when they’re not working. So you’re not going to see any recording files. You’ll see the live video but you won’t see anything recording.¶

I usually put them down on the ground. But usually it just second nature. You always get a stretcher. Because you don’t want none of the inmates seeing you work on an inmate. It never looks good. So you kind of - you just - everything is just so fast. Like it just moves just like a - it’s not like you wait or hesitate. But you just kind of know what to do. There’s no hesitation. But you just know what’s going to happen and you never really want to work in front of the inmates or the inmates behind a door. Like that’s not a good idea. So you try to move them as much so you can really start working them.¶

Has it gone down just like that before? : Yes. : How long did it take you to fix it? : Sometimes maybe a day maybe two days - maybe a couple days. And the thing - and I have to stress also - is just because I saw it down -. Because I don’t check it every day. I don’t know if it was down for a week, a month, you know. Tt’s not one of those things you check all the time. But I would - since we were having problems more readily, I would always check like once a week to make sure it was working. But before it was not like okay I’ve got to go up here and check it because it wasn’t happening. : That was my next question. Did you just happen to walk in there that day? Or -? : I already knew we were having issues. And I think I got the hard¶

It could have been recorder one and then recorder two. I don’t think it was just the same recorder all the time because one recorder was actually the whole motherboard have to get replaced. And that was again I think that was recorder two. And before drives would go out on one or two, so it was just random. They were old. They just needed to get replaced.¶

We got IP cameras pretty much everywhere. But I’m just saying overall I just wish the Bureau was more proactive. And like when I came to this institution for instance like there was only¶

one camera in a housing unit. When I was in Brooklyn, I was custody, it was cameras all over the place. I went to Indiana and I was a contact at a complex which was a high, medium, low, there’s a camp, there’s a death row.¶
There’s cameras everywhere. I come to this jail, New York City. And I’m expecting cameras everywhere. And one of the first things was like, oh, we don’t have money for that. We don’t have money for this. We don’t have money for that. And I just kept saying hey, you guys got to do something. This is a problem. God forbid this is what happened. But I just wish there was more proactivity. Like -.¶
: But right now, MCC is up to speed?¶
: We’re good. Yeah we’re good. We don’t have any issues.¶
: So when you made that statement, you’re talking about other facilities.¶
