I forwarded this earlier to , but heard he may be out of pocket. ran the substance of this letter by NYFO last night and told me that there were no particular concerns with the substance. We are trying to finalize and send to Congress by 5 if at all possible. Can you try to run this by NYFO and see if there are major concerns?
