Pursuant to a Proffer Agreement, OMAR DELEON, was interviewed at the United States Attorney’s Office, 1 Saint Andrews Plaza, New York, NY 10007. In attendance for the Proffer interview were AUSA Special Agent (FBI), Special Agent (Office of the Inspector General for the Department of Justice, OIG), Special Agent (OIG), and DELEON’s counsel.¶
