The Federal Bureau of Prisons (Bureau) takes allegations of staff misconduct seriously and, consistent with national policy, refers all allegations for investigation. The Bureau learned of allegations of sexual abuse through initial inmate complaints, and subsequently through administrative claims filed under the Federal Torts Claim Act. All allegations brought to the Bureau’s attention were investigated by the Office of Internal Affairs.

This is an incredibly troubling story and it’s now a lawsuit. Was BOP aware of these reports in the past? It sounds like there were multiple reports. Please keep us updated.

In general, how many instances of unwanted sexual contact are reported at BOP facilities each year FY 2014-2019; how many of these were inmate only related and how many were inmate and BOP staff related; and how many were male institutions vs female institutions? In regards to PREA, are only inmates at the facility interviewed? The story references inmates who were moved out of the facility and into other facilities in advance of PREA investigators arriving.

For years, male officers at the women’s work camp at Coleman Federal Correctional Complex sexually harassed and assaulted inmates in what amounted to a “sanctuary” for systemic abuse, a space where they were shielded from any consequences.

If the women complained about being groped, fondled or forced to perform sex acts on officers, the inmates were the ones who were punished.

Fourteen women, ranging in age from 30 to 56 and nearly all first-time offenders, have banded together to sue the United States, not under pseudonyms but under their real names, over the abuse they say they’ve endured at the Bureau of Prisons-operated camp. Seven of the women are still incarcerated.

The lawsuit seeks compensation and an overhaul of the prison. It was filed this week.

Coleman officials did not immediately respond to a request from the Miami Herald for comment.

The litigation is the latest manifestation of dysfunction in a federal prison system that seemingly hit bottom when Jeffrey Epstein, perhaps the most high-profile detainee in the nation, was found hanged Aug. 10 in his cell at another BOP facility, the Metropolitan Correctional Center in Manhattan, while officers dozed nearby. The death, which led to the summary removal of the acting director of the prison system, has been termed a suicide. It occurred despite what was described as a previous suicide attempt three weeks earlier.

Although it touches on a second institution in Tallahassee, the lawsuit focuses primarily on Coleman, the largest prison complex in the federal system. Located in Sumter County near Wildwood, it houses more than 6,000 inmates in a series of compounds and camps, including roughly 500 women, the complaint says

In stark, chilling detail, the lawsuit describes pervasive abuse — how women were coerced and threatened, how they were lured into private offices or remote sheds with no surveillance cameras, or stalked relentlessly by corrections officers until they had no choice but to submit.

The officers — all of whom are identified in the lawsuit, at least by last name — would at times display computer screens showing the women the exact location of their families, a pointed message that their relatives could be targeted if the women didn’t cooperate. Some of the women had minor children. In some cases, officers wanted to maintain relationships with the women after they had served their time, according to the lawsuit.

The lawsuit says Coleman employed no fewer than seven officers who took advantage of their authority and access to sexually abuse the women. Some of the officers had been investigated for sexual abuse in the past, with nothing coming of it, the lawsuit alleges.

The Miami Herald requested personnel files on all of the named officers to see if there were telltale warnings in their backgrounds. The Bureau of Prisons responded that absent an “overriding public interest,” it would not provide such documents, calling the provision of such records“an unwarranted invasion of their personal privacy.”

The male staffers maintained total control over the women’s lives, safety and well-being. At least one victim said she was ordered to begin birth control to avoid the possibility of becoming pregnant and another was given a morning-after pill by an officer.

This is just for inmate on inmate sexually abusive behavior since Beth already provided the staff on inmate totals. Like Beth, we can’t accurately break down the allegations by facility gender. If they need allegation totals for female inmates, it is possible ORE may be able to pull that (Sue is copied here).

These numbers are total number of allegations of inmate-on-inmate sexually abusive behavior for each calendar year requested with the exception of CY 2019 because it is not over and we have not reviewed the data yet. Sexually abusive behavior encompasses acts (penetration), contact (fondling), and harassment (noncontact offenses). I break down the substantiated cases by type.

2014 - 324 allegations; 12 Substantiated (2 ACT, 6 CON, 6 HAR)

2015 - 365 allegations; 17 Substantiated (7 ACT, 7 CON, 3 HAR)

2016 - 334 allegations; 25 Substantiated (4 ACT, 11 CON, 10 HAR)

In regards to PREA, are only inmates at the facility interviewed? The story references inmates who were

For years, male officers at the women’s work camp at Coleman Federal Correctional Complex sexually harassed and assaulted inmates in what amounted to a “sanctuary” for systemic abuse, a space where they were shielded from any consequences.

If the women complained about being groped, fondled or forced to perform sex acts on officers, the inmates were the ones who were punished.

Fourteen women, ranging in age from 30 to 56 and nearly all first-time offenders, have banded together to sue the United States, not under pseudonyms but under their real names, over the abuse they say they’ve endured at the Bureau of Prisons- operated camp. Seven of the women are still incarcerated.

The lawsuit seeks compensation and an overhaul of the prison. It was filed this week.

Coleman officials did not immediately respond to a request from the Miami Herald for comment.

The litigation is the latest manifestation of dysfunction in a federal prison system that seemingly hit bottom when Jeffrey Epstein, perhaps the most high-profile detainee in the nation, was found hanged Aug. 10 in his cell at another BOP facility, the Metropolitan Correctional Center in Manhattan, while officers dozed nearby. death, which led to the summary removal of the acting director of the prison system, has been termed a suicide. It occurred despite what was described as a previous suicide attempt three weeks earlier.

Although it touches on a second institution in Tallahassee, the lawsuit focuses primarily on Coleman, the largest prison complex in the federal system. Located in Sumter County near Wildwood, it houses more than 6,000 inmates in a series of compounds and camps, including roughly 500 women, the complaint says

In stark, chilling detail, the lawsuit describes pervasive abuse — how women were coerced and threatened, how they were lured into private offices or remote sheds with no surveillance cameras, or stalked relentlessly by corrections officers until they had no choice but to submit.

The officers — all of whom are identified in the lawsuit, at least by last name — would at times display computer screens showing the women the exact location of their families, a pointed message that their relatives could be targeted if the women didn’t cooperate. Some of the women had minor children. In some cases, officers wanted to maintain relationships with the women after they had served their time, according to the lawsuit.

The lawsuit says Coleman employed no fewer than seven officers who took advantage of their authority and access to sexually abuse the women. Some of the officers had been investigated for sexual abuse in the past, with nothing coming of it, the lawsuit alleges.

The Miami Herald requested personnel files on all of the named officers to see if there were telltale warnings in their backgrounds. The Bureau of Prisons responded that absent an “overriding public interest,” it would not provide such documents, calling the provision of such records“an unwarranted invasion of their personal privacy.”

The male staffers maintained total control over the women’s lives, safety and well-being. At least one victim said she was ordered to begin birth control to avoid the possibility of becoming pregnant and another was given a morning-after pill by an officer.

We can give numbers of cases that we have that raise sexual abuse allegations, but those would relate only to staff/inmate cases, and I would not describe them as “unwanted sexual contact” so much as impermissible sexual contact. We also don’t have a breakdown of male/female facilities - this question would be complicated to answer. Coleman, for example, is generally a male facility, but females are at the camp.

Some of the officers had been investigated for sexual abuse in the past, with nothing coming of it, the lawsuit alleges.

The Miami Herald requested personnel files on all of the named officers to see if there were telltale warnings in their backgrounds. The Bureau of Prisons responded that absent an overriding public interest, it would not provide such documents, calling the provision of such records an unwarranted invasion of their personal privacy.

The male staffers maintained total control over the women’s lives, safety and well-being. At least one victim said she was ordered to begin birth control to avoid the possibility of becoming pregnant and another was given a morning-after pill by an officer.

8:00 am: inmate Reyes Efrain, Reg. No. 85993-054 departs for court (WAB-USMS-SDNY). Reyes is Epstein’s cellmate.

8:30 am: inmate Epstein arrives in Attorney Conference. He is visited by several attorneys throughout the day.

6:45 pm: inmate Epstein departs attorney conference and returns to SHU.

7:00 pm: inmate Epstein provided a social call by IDO. IDO reports inmate Epstein was in good spirits, nothing unusual.

6:33 am: Body alarm activated in SHU. Staff found inmate Epstein unresponsive in cell. Staff reported to bedside of inmate and attempted to wake him. Control announced medical emergency. CPR initiated

6:35 am: Medical staff (on duty PA) on site, CPR already in progress medical staff continues CPR and AED applied on inmate. Control called for ambulance

6:40 am: S. Skipper-Scott, AW notified

6:45 am: EMS arrives, paramedics continue CPR. Inmate Epstein remains unresponsive. Inmate Epstein is intubated, given three rounds of Epinephrine, IV access started, IO initiated. No pulse found, no shock advised, inmate prepared for transport to local hospital.

7:10 am: EMS departs institution enroute to Beekman Hospital.
