Hope you had a good day off yesterday! Attached is a rough first draft of the opp. I left some language highlighted that I wanted your feedback on (thoughts on whether to include) as well as places to insert your sections. I still need feedback from on France so the citizenship/extradition section is still preliminary/rough, but welcome all edits (feel free to edit in track changes). It is longer than I had expected once I started to write, so if you think we should cut down, welcome any and all suggestions.
