**Subject:** RE: Epstein Travel Date: Mon, 07 Jan 2019 16:06:38 +0000 Importance: Normal I spoke to a CBP Officer assigned to the US Virgin Islands, and inquired about the “vehicle crossings” and if outbound private flights from the USVI are recorded in the TECS system. He stated that "vehicle crossings" are not entries/admissions into the United States. CBP in the USVI will record crossings into the system even though they are not international crossings, and are actually considered to be domestic flights. It is just the way that the system records them, therefore even though they appear to be international admissions into the US, they are not. In regard to the question of private flights from the USVI to foreign territories, he stated they should be recorded and show up in TECS. Therefore, all international crossings should be listed on the report that I provided.
